"Bum Rap Part 1" A man named Caywood runs for Congress in Seattle, on the platform of helping the homeless. A homeless man called Pockets bums some money off one of the rally's attendees, buys some food, eats it, and then, and upon entering an alley, he is murdered. Oliver Queen stops by the Sherwood Florist, and checks up on Marianne, the formerly homeless girl that Dinah Lance took on as help at the shop. When he finds her in her room, Marianne is in tears because she has read in the newspaper that Pockets - who was her friend - has been killed. Oliver offers to help catch the serial killer, as Pockets is actually the third victim. Marianne insists on going with him, knowing that the other homeless people would not trust him. She changes into her old clothes, and they hit the streets. Marianne takes Oliver to one of her old hangouts and introduces him to her old friends. One of them, Jefferson Twodogs, suggests that Pockets might have seen something he wasn't supposed to. However, Jack Hammer suggests that because it's a serial killing, the victims are random. Oliver wonders how someone might get close to a homeless person physically. He realizes that the only way to do so would be to offer cash. Meanwhile, a fourth murder occurs as Oliver intervenes on Twodogs' behalf, when a gang attacks him.
